In aggregate, I should have enough skilled and high skilled workers but even if they are closer to a high skill industry position they will work way across town at an office. I have a relatively small industrial district (oil fields, cargo harbor then industrial zoning) but I can't level up the industrial buildings because of lack of high skilled workers.
I have almost maxed out industrial, commercial, office demand, but my jobs are majority office/commercial. I have been playing CS2 for last few weeks and have a city of 70k coming together nicely.
